I have great pleasure in forward-
-ing to Your Lordship the enclosed copy of a minute by the
Harbour Master recommending the grant of the Royal Humane
Society's Medal to Douglas Fowler Tisdale Gibson, a boy
aged 8 years, for rescuing his four-year old sister,
Dorothy Marion Gibson, from drowning.

I forward also herewith in
duplicate the usual form required by the Royal Humane
Society together with statements by Mrs. E. Gibson, Mr.
E. F. Gibson and Lam Kan. The result of inquiries made by
the Captain Superintendent of Police also goes to show
that the little boy did rescue his sister from drowning as
stated, and in these circumstances I have the honour to
endorse the Harbour Master's recommendation that this

grant
